National Counseling Board Severs Ties with Teaching Standards Board

GREENSBORO, NC - The National Board for Certified Counselors, Inc. (NBCC®) here has recently concluded negotiations with the National Board for Professional Teaching Standards (NBPTS) involving the planned entry of the teacher?s certification board into the counseling profession. No further cooperation between the two boards will occur.

NBCC?s National Certified School Counselor (NCSC?) credential predates the proposed NBPTS credential by 13 years.

NBCC has initiated many discussions with NBPTS, starting with a 1990 joint request from NBCC, the American Counseling Association (ACA) and the American School Counselor Association (ASCA), asking NBPTS to withdraw its plans for elementary and secondary ?guidance counselor? certificates. Over the years, NBPTS ignored numerous requests by NBCC to withdraw its plans. The counseling profession objected to the teacher certification board?s unilateral entry into credentialing school counselors.

In 1997 NBCC and ASCA requested that NBPTS work out a cooperative agreement between the two professions. Over the next three years, an agreement was reached for cooperation. A change in NBPTS leadership scrapped those plans. Another agreement was

reached between NBCC and NBPTS in 2002 with the aid of ASCA leadership arranging three meetings for talks. Culmination of that agreement came in an historic announcement by NBPTS vice president, Dr. Gary Galluzzo, to the ASCA leadership conference on June 27, 2002.

Unfortunately, the NBPTS executive committee had misunderstood Galluzzo?s agreements. In

October 2002, it withdrew its announcement that NBCC would create a joint examination process and that the National Certified School Counselor (NCSC) would be required to move on to the NBPTS certificate.

NBCC immediately asked to renegotiate the terms of the agreement and met with NBPTS leadership on January 9, 2003. Hopeful talks disintegrated on May 22, 2003, when NBPTS Chair, Ms. Barbara Kelley, told NBCC Chair, Dr. Wayne Lanning, that NBPTS would not change its plan for testing contracts or method of certification.

Speaking for NBCC, Dr. Lanning remarked, ?NBCC continues to believe that a certificate for school counselors must be determined solely by counselors, not a 63-member board of teachers with only one school counselor representative. NBCC cannot support a non-counselor controlled professional standard that does not require a master?s degree nor a group that does not collaborate with all association, accreditation, and certification organizations in Counseling. School counselors are not teachers, but specially trained counselors working in a school setting.?

Beginning in January 2004, three years of postmaster's school counseling experience will be required of new applicants for NBCC?s NCSC credential. In addition, a separate examination, specific to the field of school counseling, will be administered to qualified candidates for the NCSC, as part of the application process. The NBCC Board of Directors reviews all certification standards regularly and makes determinations regarding changes to the credentialing process. National job analyses of school counselors and a close working relationship with the counseling only accreditation agency, the Council for the Accreditation of Counseling and Related Educational Programs (CACREP), will remain unique to NBCC?s process.
