Conflict of Interest within the NV Public Utilities Commission?

The Public Utilities Commission of Nevada (PUCN) is suppose to be an unbiased and neutral party for regulation of covered utilities.

On January 9, 2013, during the PUCN Utility Agenda Meeting, a discussion ensued regarding acceptance of a partial Stipulation Agreement, at 1:04:09, [1] The Commissioners refused to allow the Stipulation that was agreed upon by the utility and Bureau of Consumer Protection. They felt that the PUCN Staff needed to also sign off on the Stipulation.

When the ratepayers expressed concern over the potential for conflict of interest, in an email, [2], the general counsel for the PUCN, Jan Cohen refused to address this concern. Cohen, a state employee, apparently thinks she is in private practice and is not obligated to respond in a manner that benefits the public's interest and concerns.

We are hereby publicly demanding that the potential for conflict be addressed and said concerns ameliorated by General Counsel Jan Cohen.
